How do you change a bulb in the fog lights on a seat toledo 2001?

im just wondering if i have to take the bummper off to get at it to change the bulb in the fog lights or is there an easyer way|||if you losen the underguard you should be able to get at them , if you can try and raise the car off the ground more to leae it handier for you, eg jack the car up or drive the front wheels up on a concrete block
